Homeschool Laws & Requirements for California Families
In California, compulsory education laws require school-age children to attend a full-time school option.
Families can meet this requirement in several ways, including home-based private schooling and independent study.
Home-Based Private School (PSA)
You file a Private School Affidavit with the California Department of Education each year (typically October 1–15). The home becomes a private school of record. Parents must offer a course of study in required subjects, maintain attendance records, and keep faculty names, addresses, and qualifications on file.
Public Online Charter or Independent Study
Public districts and charter schools may offer independent study or full-time online programs that satisfy California’s compulsory attendance law. The student is enrolled in a public school; the parent often acts as a learning coach. Usually no tuition; county/service-area limits may apply.
Credentialed Private Tutor
A California-credentialed tutor provides at least three hours of instruction per day, on at least 175 days per year, in the required subjects for the student’s grade level. The tutor is the responsible instructor of record.
Private School Satellite Program
Families enroll their student through an existing umbrella private school that handles the PSA filing and central recordkeeping. The umbrella school is the school of record; the parent supervises day-to-day instruction. This route reduces the parent’s direct filing burden.
Where High School of America fits
High School of America is a structured private K-12 online program. Families remain responsible for choosing the legal pathway that fits their situation (PSA, satellite, public independent study, or private tutor) and verifying current requirements with official California sources or a qualified advisor. HSOA provides the coursework, parent dashboard, advisor support, and academic records that many families use as part of their chosen pathway.
What California requires families to keep
California private/home schools maintain attendance records, courses of study, faculty names and addresses, and faculty qualifications. Families may also keep copies of Private School Affidavits and student records for long-term planning. The California Department of Education publishes the official guidance on its Schooling at Home page.
Does California require homeschool testing?
California does not impose the same standardized testing requirement on home-based private school families that some other states do. Families may still choose assessments for progress tracking, placement, or college planning. Always verify current requirements directly with CDE or a qualified advisor.
Pathway Comparison
For up-to-date guidance, refer to the California Department of Education and consult your local district or a qualified advisor.
